SACRAMENTO, CA — Assemblymember Stephanie Nguyen (D–Elk Grove), joined by Assemblymember Esmeralda Soria (D–Merced), announced the introduction of AB 2507, legislation to formalize and strengthen California’s government-to-government relationship with federally recognized Tribal governments.

AB 2507 would place key elements of the state’s tribal affairs framework into statute, including codifying the Governor’s Office of Tribal Affairs, clarifying the role of tribal liaisons across state agencies, establishing a Tribal Advisory Committee, and creating clearer standards for tribal consultation statewide.

“California’s government-to-government relationship with Tribal governments must be grounded in respect, structure, and accountability,” said Assemblymember Nguyen. “AB 2507 strengthens the framework that supports consistent consultation and ensures these responsibilities are clearly reflected in state law.”

“AB 2507 is an important step toward strengthening government-to-government engagement between the state and Tribal Nations,” said Wilton Rancheria Chairman Jesus Tarango. “Establishing an Office of Tribal Affairs and designated tribal liaisons will ensure our voices are part of the decision-making from the beginning and improve how state programs serve our communities.”

Chairwoman Erica Pinto of Jamul Indian Village said “Through my service on the Secretary of the Interior’s Tribal Advisory Committee, I’ve seen how strong advisory frameworks lead to better policy and stronger partnerships.  AB 2507 helps bring that same foundation to California.”

AB 2507 reflects ongoing conversations with Tribal leaders about the need for a more consistent and transparent framework within state government. The bill is sponsored by Wilton Rancheria and the California Tribal Business Alliance.
